Conservation Legislation Volunteer Corps: Newsletter 2001-2

Your help is needed! We need to urge Governor Jeanne Shaheen to commit $12 million a year to LCHIP (Land and Community Heritage Investment Program).

LCHIP was created by the legislature in May 2000 to help communities conserve NH's most important natural, cultural, and historic resources. The program will provide matching grants to municipalities and non-profit organizations to help save locally determined open spaces and historic sites. For example, LCHIP could provide up to 50% of the cost of a conservation or preservation project. Following are just a few of the eligible resources:

  • Wildlife habitat
  • Farmland
  • Forestland
  • Historic properties
  • Wetlands
$12 million is the minimum level of funding recommended by the former Land and Community Heritage Commission.

For more information on LCHIP, please visit www.specialplaces.org.

How can I help? In our meeting on Friday (12/15), we discussed the most effective ways to communicate with government officials. Phone calls and individually written letters are the best ways to voice your concerns. When you take the time to express your thoughts, it shows. And, the time is now! Letters should be sent by early January.

Specifics: Urge Gov. Shaheen and the General Court to fund LCHIP at $12 million a year in her FY02 and FY03 biennial budget. Mention a project that is planning to apply for an LCHIP grant (if you know of one). If you do not know of a specific project, please visit www.specialplaces.org and explore the "At Risk" link. There, you will find many issues (that will surely hit home!) to discuss in your letter. Some topics include protecting the White Mountains, farmland, and rare plants and animals.

Where? Send your letter to:
  Governor Jeanne Shaheen
State House
107 N. Main St.
Concord, NH 03301

New LSRs discussed last Friday include.

2001-H-0533-R: Relative to adoption of instream flow rules. Sponsored by Leon Calawa

2001-H-0541-R: Relative to the establishment of instream flows. Sponsored by Richard T. Cooney

2001-H-0551-R: Relative to the purpose of state jurisdiction of fish and game regulation. Sponsored by Henry P. Mock (Prime), Howard C. Dickinson, Ronald J. Nowe, H. Charles Royce, Lou D'Allesandro, Robert B. Flanders, George F. Disnard, Theodore Gatsas

2001-H-0555-R: Banning the outdoor, backyard burning of trash. Sponsored by Jeb E. Bradley (Prime), Terie T. Norelli, Clifton C. Below, Carl R. Johnson

Julian will investigate these LSRs. More to come!

Thank you for reading. And, thank you in advance for writing a letter to Gov. Shaheen about LCHIP. Your support and efforts are very much appreciated.

Take Care,
